Introduction

All applications will be referred to the Western Australian Police and relevant Local Government Authority for comment. Furthermore, licensed premises located in residential areas will be required to circulate a notice to residents within 200 metres of the licensed premises, to determine residents’ opinions on the possibility of the licensed premises remaining open beyond traditional trading hours.

Where applications for extended trading hours are approved, those approvals will generally be subject to, but not limited to, the following conditions:

Standard conditions

Licensed security requirements

Licensed crowd controllers, in accordance with the Securities and Related Activities (Control) Act 1996, are to be provided for the duration determined in the ETP/variation.

The ratio of crowd controllers will be determined on a case-by-case basis, taking into consideration of the licensee’s strategies to minimise alcohol consumption on the premises. A ratio of two (2) crowd controllers for the first 100 patrons and one (1) crowd controller for each additional 100 patrons (unless the permanent licence specifies otherwise) of part thereof may be required for the duration of the permit/variation.

Closed circuit television video (CCTV)

Where a licence already has a condition imposed requiring CCTV, the CCTV system must remain operational for the extended hours covered in the permit/variation and the footage must be retained for 28 days.

Packaged liquor — prohibited

The sale of packaged liquor for consumption off the premises is prohibited for the duration of the hours covered in the permit/variation.

Drinks

For the hours covered by this permit/variation:

1. liquor sold and supplied is restricted to one (1) bottle of wine not exceeding 750ml or a maximum of four (4) alcoholic drinks per person at any one time; and
2. liquor is not to be sold or supplied in non-standard measures — this includes jugs or pints of spirits and shooters (including liqueurs and/or spirits served in a 30ml receptacle) or shooter style drinks (for example ‘shots’, ‘jelly shots’ or ‘test tubes’).

Live sporting broadcast — general conditions

1. During permitted hours authorised under an extended trading permit or a variation of licence conditions, the licensee is authorised to sell liquor on the licensed premises for consumption on the licensed premises, only ancillary to the provision of televised coverage of Rugby World Cup 2023 matches.
2. There is to be no liquor discounting or advertising of cheap liquor during the period covered by the permit/variation of licence conditions.
3. Live entertainment by one or more artists present in person, or performing by way of recorded music is prohibited.
4. For special facility licences required to provide food during permitted hours, this condition will not be varied. For other licence types, as a minimum, light food and non-alcoholic beverages such as tea and coffee, must be available during the hours authorised under an ETP or a variation of licence conditions.
5. The licensee and/or an approved manager must contact the officer in charge of the police station closest to the licensed premises within 24 hours prior to the extended trading permit/variation of licence conditions and advise that trading will occur.
6. During the permitted hours authorised under the permit/variation, patrons are prohibited from entering or re-entering the licensed premises twenty (20) minutes after the kick-off of each match.
7. Where the permitted hours under an ETP or variation of licence conditions has been approved to accommodate more than 1 match, patrons may be permitted to enter or re-enter the licensed premises during the interval between the conclusion of one match and, up to twenty (20) minutes after the kick off of the subsequent match.
8. Patrons must vacate the licensed premises within 30 minutes of the conclusion of the televised match(es) covered by the permit/variation of licence conditions, or the time stipulated in the permit/variation of licence conditions, whichever is the later.

Lodgement of applications

Licensees must lodge their applications as soon as possible, as late applications are unlikely to be considered.

When applications are lodged, other than for Club Restricted licences, the fee will be calculated based on the total number of people estimated to be present over the whole event (even though days aren’t consecutive, and it extends for more than 21 days). In addition, fees will be capped at $1245.50* for the event regardless of the number of persons present. Therefore, the fees will be:

• up to 500 people: $119.50
• 501 to 5000 people: $245.50
• 5001+ people: $1245.50.
  

*If the online portal calculates an application fee in excess of $1245.50, please contact the E-business officers on 61 8 6551 4999 (during business hours) and request an adjustment of the fee.

All dates relevant to the World Cup can be entered in 1 application.

Club restricted fees will still be $47.50 for each day requested. A day can include more than one match.

Applications must be lodged online through the department’s portal.
