Communique

The State Local Government Partnership Agreement Leadership Group met on the 1 September to discuss State and Local Government response and recovery to Covid19.  The State Local Government Agreement for the provision of library services was also resigned.  The meeting was co-chaired by the Premier, Hon Mark McGowan and Hon David Templeman, Minister for Local Government and attended by the Hon. Rita Saffioti, Minister for Planning, President Tracey Roberts, Western Australian Local Government Association (WALGA), Mayor Karen Chappel, Deputy President WALGA President, Jamie Parry, Local Government Professionals WA (LG Professionals WA ), Hon, John Day, Chair of Library Board of Western Australia  and executive staff. 

The Premier reflected on the contribution and ongoing support of the local government sector to the WA State Recovery Plan and as local leaders in their communities. The group discussed the important contribution of economic data analysis undertaken by WALGA and the MARKYT Community Resilience Scorecard led by Local Government Professionals WA to aid decision making. 

The Premier asked local government to assist government with the 'Work and Wander out Yonder' campaign - promoting local jobs in agriculture, tourism and hospitality throughout regional WA and urged the sector to focus on activity to bring about job creation, bringing forward projects currently planned or under consideration.

The importance of WA 234 public libraries was celebrated with the resigning of the State and Local Government Partnership Agreement for the provision for public library services. Hon. John Day, Chair of the State Library Board of Western Australia, Minister Templeman, Mayor Tracey Roberts and Mr Jamie Parry to sign the Agreement.  The Agreement was first was signed in 2004, by Hon, Sheila McHale Gallop Government. 

In signing the third agreement since 2004, both State and Local Government recognise the need for a current, overarching agreement that provides adequately for the future directions of public library services in WA.  The Agreement places an emphasis on joint decision-making and accountability by both State and local government to ensure that the delivery of public library services to WA communities was both efficient and effective.

The group discussed the importance of reviewing the State Local Partnership Agreement to ensure continuous improvement.  WALGA and LG Professionals WA are seeking to sign a new agreement following the 2021 State Elections.
This is supported in principle by the McGowan Government. A revised Agreement will help determine what key focus areas the State and Local Government need to collectively work on to benefit the WA Community. 

The Premier confirmed he would attend the WALGA Political Forum, to be held at 9:00am on Friday, 25 September 2020, Crown Complex, Burswood.
