Vision/purpose
Key objective
is to provide an easily understood strategic vision for the future
planning and improvement of public open spaces primarily within the
Greater Geraldton urban area and townsites.
Objectives
- Establish a quality open space network:
- Develop
and upgrade open space in response to community wants and needs in a
manner which reflects the way in which spaces are actually used.
- Understand and reflect the role that foreshores and coastal areas play in the community.
- Provide
recommendations on opportunities regarding consolidation of public open
space through land acquisition, land disposal and/or land exchanges.
- Utilise
a flexible approach to open space provision and investment which takes
advantage of opportunities within individual localities.
- Recognise the potential of incorporating biodiversity within public open space and recommendations for preservation.
- Provide distributed open space within easy walking distance.
- Improve community health, wellbeing and security.
- Establish
a framework for public open space provision with regard to hierarchy,
services, design, and construction and maintenance:
- To
provide clarity and reasonable certainty for developers and land owners
in relation to the requirements and expectation in respect of public
open space provision.
- Increase community understanding of the role and provision of their local open space areas.
- To provide more environmentally and financially sustainable open space.
- Apply variations to the collection and expenditure of cash-in-lieu provisions to ensure cost effective open space development.
- Upgrade existing and develop new public open spaces:
- To
provide clarity and reasonable certainty for developers and land owners
in relation to the requirements and expectation in respect of public
open space provision.
- Increase community understanding of the role and provision of their local open space areas.

- To bring all public open spaces up to a consistent level of service and provision.

City of Wanneroo Local Planning Policy 4.3 Public Open Space
Vision/purpose
The purpose of this policy is to:
- ensure that public open space is delivered to optimise community benefit
- provide local interpretation of the Western Australian Planning Council Liveable Neighbourhoods policy
- guide council, its officers and applicants in considering the planning of public open space in new urban areas.
Objectives
To ensure new public open space areas provide a balance between:
- a diversity of recreational uses and options for the community
- the predicted active recreational needs of the community
- conservation of local natural assets
- high levels of amenity
- affordability
- environmental sustainability.
City of Cockburn Public Open Space Strategy
Vision/purpose
“Create
a sustainable hierarchy of accessible and resource efficient quality
open spaces that enhance the recreational, environmental, social and
health needs of current and future generations”
Objectives
- Classification –
establish a hierarchy to inform the community of the provision of public open space and streetscapes, including how the city will manage and invest in
infrastructure to ensure sustainability for future generations.
- Value –
define the character and diversity of our community. Our parks and
community hubs will be safe and functional spaces that enable sporting
and social recreational pursuits and provide relaxation nodes for the
community. Our streetscapes will contribute to a rich culture, align
with our sister cities relationships and link ecological corridors.
- Participation –
create a strong alliance with the community, state and Local
Governments, education and health departments and the private sector to
achieve shared use and common goals and ensure that parks are accessible
to people of all abilities in the community.
- Connectivity –
establish connectivity through public open space and streetscape provision to
increase community movement and link ecological corridors. Public open space provides
the destination point between journeys to community hubs, educational
pursuits or the business sector. Strong tree-lined streets ensure the
trip is safe and enjoyable without being impacted by the elements.
- Responsible Management – invest in public open space maintenance to provide substantial benefits to the
community. Sustainable development combined with strong asset management
principles will ensure functional, leisure, recreational and ecological
spaces. Addressing community needs and emerging trends will require
well-articulated and responsive management.
City of Stirling Public Open Space Strategy (2008)
Vision/purpose
Create
a network of resource efficient quality public open space across the
city that will satisfy current and future recreational needs in an
equitable and sustainable manner.
Objectives
- To
recognise and provide for the range of functions of • public open space
including ecological, cultural, visual and recreational.
- To establish a hierarchy of public open space types of sufficient quantity and quality to meet community needs.
- To address the importance of accessibility and walkability to public open space, particularly within the local context.
- To promote the safe use and enjoyment of public open space through appropriate siting and design.
- To improve land efficiency through partnerships and multi-purpose use opportunities.
- To recognise and respond appropriately to constraints on the city’s resources (environmental, social and economic).
- To
establish a sustainable model to allow consistent decision-making for
the ongoing development and management of public open space.
- To ensure the community’s needs and aspirations are addressed through appropriate community engagement
Shire of Irwin Public Open Space Strategy (2011)
Vision/purpose
To
concentrate urban development within a single urban centre at
Dongara/Port Denison to provide an efficient, sustainable settlement
pattern within the shire. To ensure the provision of adequate
residential land within the future urban areas that incorporates a range
of housing and lifestyle options, whilst making adequate provision for
commercial, industrial, recreation and other land to meet the needs of
residents, visitors and industry.
Objectives
- to ensure the provision of adequate space and facilities for local informal recreation.
- to ensure the provision of adequate space and facilities for organised recreation within the Dongara/Port Denison area; and
- to
ensure the protection of the coastal and riverine environment in the
Dongara/Port Denison area through the responsible and balanced
management of the coastal and foreshore reserves in respect to
conservation values and human use and enjoyment;
City of Gosnells Public Open Space Strategy (March 2014)
Vision/purpose
To
provide sustainable, safe, accessible and appropriately developed
public open space to meet the community’s needs in an efficient and
effective manner.
Objectives
The objectives of the public open space strategy are to:
- provide a variety of public open space that is attractive, functional, fit for
purpose, sustainable and integrated into the surrounding urban form,
thereby contributing towards the health, recreational and social needs
of the community
- achieve efficiency in land use planning
- provide public open space that is consistent with the principles of the Safe City Urban Design Strategy (2001).
- optimise the use of council resources to achieve effective public open space outcomes, i.e. design, acquisition, consolidation and management of
these spaces to meet community and city requirements
- ensure areas of environmental significance are suitably protected and potential negative development impacts are minimised
- guide statutory planning decision making processes to enable the future provision of public open space.
City of South Perth
Vision/purpose
To
develop and manage public open space network that provides a range of
recreational and social opportunities, which is readily accessible,
conserves and enhances the natural and cultural resources of the
municipality, and offers an environment in which to live, work and
visit, for current and future generations.
Shire of Capel Public Open Space Strategy 2011–2021
Vision/purpose
The
shire will seek to create a linked network of functional and attractive
public open space within the town of Capel that will broaden recreation
opportunities for all sectors of the community and satisfy open space
needs in an equitable and sustainable manner.’
Objectives
- identify gaps in the public open space network and the provision of associated recreation facilities
- identify additional public open space and recreation facility requirements as they relate to projected growth and demographic change
- identify key environmental, social, heritage and cultural values of public open space and reflect these in decision-making
- recognise the importance of protecting indigenous flora and fauna and natural habitat and landscapes
- establish strategies for meeting the identified public open space and recreation facility needs of the Capel community
- establish criteria for the location, function and design of public open space areas and recreation facilities
- in
conjunction with the development contribution plan, provide a basis for
the shire to assess future public open space and infrastructure requirements in both
existing and developing areas
- maximise the efficiency of
resource allocation to ensure effective capital works, and sustainable
management and maintenance outcomes
- recognise the important relationship between public open space, water sensitive urban design and drainage outcomes.
