About the program

The Regional Organisation Grants (ROG) program aims to improve the quality of sporting opportunities for people in regional Western Australia, whilst assisting the Department of Local Government, Sport and Cultural Industries (DLGSC) meet its regional strategic outcomes. 

ROG is a funding scheme only available to not-for-profit community organisations involved in the conduct of sport or physically active recreation and whose activities meet the primary objectives of this program.

Primary objectives

  • Support a regional organisation’s capacity and capability to deliver sporting and active recreation opportunities in regional areas.
  • Improve an organisation’s planning, management and governing policies and practices to build and enhance the organisation’s capacity and sustainability.
  • Invest in the strategic intent and operational plans of the organisation to deliver agreed and desired sporting and active recreation outcomes.
  • Assist regional organisations to achieve their operational goals that will lead to increased sport and active recreation participation opportunities.

Funding may be used for

Investing into an organisation’s strategic and/or organisational plan.

Funding may not be used for

  • items or focus areas outside of the organisations strategic and/or operational plan
  • payment to a state sporting association (SSA) for services
  • purchase or maintenance of equipment
  • facilities — including maintenance, construction or hire of.

Assessment criteria

An organisation is assessed on its capacity to improve governance practices, implement learning and development and participation initiatives and its current strategic priorities and projects.

Who can apply

  • a not-for-profit community organisation with strategic objectives related to sport or physically active recreation in a regional area
  • an incorporated not-for-profit organisation either under the Western Australian Associations Incorporation Act (2015) or Commonwealth Corporations Act (2001) with an Australian Business Number (ABN), or Indigenous organisations under the Commonwealth Corporations (Aboriginal and Torres Strait Islander) Act (2006)
  • have acquitted all previous grants prior to the application being submitted unless the grant is still current
  • where possible, be affiliated with a SSA or Industry peak body
  • organisations will be required to have current Public Liability Insurance to the value of $10 million per claim or occurrence giving rise to a claim. A certificate of currency of insurance for the coming year should be provided upon application.

Eligibility requirements

  • Be incorporated under the Western Australian Associations Incorporation Act (2015) with an Australian Business Number (ABN) or Indigenous organisations under the Commonwealth Corporations (Aboriginal and Torres Strait Islander) Act (2006).
  • Have acquitted all previous DLGSC grants prior to the application being submitted, unless the grant is still current.
  • The organisation will be required to maintain appropriate and sufficient insurance cover for the duration of the project.  Please note, organisations will be required to have current public liability insurance to the value of $10 million per claim or occurrence giving rise to a claim. A certificate of currency of insurance for the coming year must be provided upon application.

Who cannot apply

Organisations not recognised as a Regional, District or Zone body, overseeing regional operations.

Funding categories

Category A: Regional

  • preeminent body recognised by a SSA and/or Industry peak body (where appropriate) as the organisation responsible for developing sport and active recreation across the region
  • has a strategic focus and leadership role in the region
  • aim is to increase participation and build capacity and capability of stakeholders and members
  • participates in broader industry and regional discussions
  • high level of strategic and operational planning
  • large geographical spread — complete regional delivery.

Category B: District or Zone

  • district/zone association with regional significance
  • large participation base
  • desire to participate in broader industry discussions
  • adequate strategic and operational planning
  • desire to increase participation with a focus on internal capability development — limited by capacity
  • geographical spread is confined — restricted delivery within the region.

Level of funding available

Funding ranges from $5000 to $50,000 per annum, depending on category classification and scope of program delivery.

  • Category A: Regional: $20,001 to $50,000
  • Category B: District or Zone: $5000 to $20,000

How to apply

If your organisation is deemed eligible to obtain ROG funding, a representative from DLGSC will arrange a meeting to discuss funding opportunities prior to a formal application being submitted.

Regional sports must consult with their respective SSA during preparation of regional plans and obtain endorsement by the SSA for any application prior to submission.

Assessment and notification

An assessment will be made to determine if the application is eligible by assessing it against the grant criteria. If approved, a grant agreement will be entered into which outlines the grant conditions and acquittal requirements. Once signed and returned, the grant will be paid directly to the applicant body (organisation or association). No grant monies will be paid directly to an individual. The applicant body will be responsible for the acquittal of the grant and will be responsible to forward any approved funding to individuals as deemed necessary.

At the completion of the project, the applicant body will need to complete the acquittal documentation, acquittal statement and key results schedule, within 30 days and forward to DLGSC to demonstrate that the funds have been spent in accordance with the outlined grant agreement. Failure to comply with these requirements may jeopardise future funding from DLGSC.

Freedom of information

  • DLGSC will adhere to the provisions of the Commonwealth Freedom of Information Act (1992) in relation to requests for information originating from DLGSC.
  • Information not originating from DLGSC but provided to DLGSC, will not be released without prior consultation with or permission by the relevant organisation.

Privacy

  • All information provided to DLGSC during the grant assessment process will be stored on a database that will only be accessed by authorised departmental personnel.
  • The database is subject to privacy restrictions in accordance with the Commonwealth Privacy Act (1998) and the Freedom of Information Act (1992).

DLGSC acknowledgement

  • Successful organisations will be required to acknowledge DLGSC and further details will be provided to successful applicants within their grant agreement.

Successful applicants

Leading up to, during and following the funding period, the relevant regional office will meet with the applicant body as part of the funding process and will highlight all required documentation during that period.
